Most temples in India where hair is given are Hindu temples managed by endowment department of each state. Most temples have a manager appointed by the endowment board and some staffers that constitute the bureaucracy and one political appointee a chairman. We are using the pictures from a recent temple that we won the auction for to help understand the process. This gives us the rights to collect the hair at this temple for one year.
